allow dispatch to be able to edit the "Last Load" message that is sent to drivers.

Instead of the message "Last Load" being sent to drivers, I'd like to be able to edit the message before it is sent to drivers.

    It would be nice to customize this message in the webpage settings or be able to choose from pre-made messages.
