Desktop messaging pop out

Can we get a pop out messages interface that functions similar to old instant messaging services like aim and yahoo messenger. Providing a more visible desktop notification. Having only two monitors and needing commandTrack and several other programs running often pushes the map to the background and messages are not seen in a timely manner. Or even have the Dispatch Summary panel be a pop out panel that can flash as a pin on the windows taskbar and function as a contact and status list outside of the map.
