Allow Tracking Device table to be accessible thru API

We often have users switching tablets between trucks (or refusing to use them) without telling us. The Tracking Device table gives us information to help find who switched what, but it's only something we know to look at after problems have started to pile up. The TrackIt SOAP API also allows us to see the last phone ID a truck used, but it doesn't tell us what truck that phone ID is supposed to be assigned to. If the Tracking Device table were avaiable over the API, we could build automated process to alert us when people are moving assets without our knowledge, allowing us to respond before issues start to pile up.
