Allow Navigation license by device

Android navigation integration licenses are currently only allowed to be assigned to vehicles. We assign the majority of our Android devices to drivers, not to vehicles. If a driver gets out of his normal vehicle and drives a spare vehicle, he isn't able to use navigation. Would be nice to be able to assign navigation to the Android device so the driver can use it no matter which vehicle he's driving.
